Afzal Abdul Rahim is the Commander-in-Chief of TIME dotCom Berhad. He holds a Degree in Mechanical Engineering with Electronics from the University of Sussex, United Kingdom.

He started his career in the automotive industry culminating in a regional role with Group Lotus PLC. A technology entrepreneur, he also founded the Malaysian Internet Exchange (MyIX), which was established in 2006.

He currently sits on the Boards of TIME dotCom Berhad, CIMB Group Holdings Berhad, Symphony Communication Public Company Limited, CMC Telecommunication Infrastructure Corporation, Megawisra Investments Limited, Megawisra Sdn Bhd, Global Transit International Sdn Bhd and Pulau Kapas Ventures Sdn Bhd. Afzal is also a licensed Commercial Pilot.
